Job Description

Background:

Heifer Project Nepal (HPN) is a non-profit, humanitarian organization dedicated to ending hunger and poverty and caring for the earth by providing livestock, education, and other resources to help poor families become self-reliant. Heifer is implementing a 2-year USAID funded Feed the Future Innovations Lab for Livestock Systems Reach grant project entitled “Integrated approach to enhance milk quality, dairy animal productivity, and milk consumption by vulnerable household members in rural Nepal” in the FtF zone of influence districts. One of the major objectives of the project is to improve the production and productivity of dairy animals and quality of milk produced through increasing access to technologies using ICT.

 

The project envisages to develop a Farm Management Decision Support Tool, a mobile app that is capable of capturing farm records (production, health and economics) the pre-requisite to take any farm management decision. Along-with this database, the app will also link the farmers directly with experts seeking any kind of farm advise as well as possess the features to send auto generated or pushed up messages to the farmers to help take farm management decisions.

 

Therefore, HPN is seeking a developer firm for development of such Farm Management Decision Support Tool-mobile app to help the dairy farmers of the country.

 

Duties and Responsibilities:

  1. Consult with HPN professional, discussed and understand the details of the wireframe developed.
  2. Suggest innovative features to be incorporated to make the app more useful and users friendly
  3. Design and develop mobile app (Decision Support Tool) and validate for its functionality and usability, automation system in coordination and consultation of Heifer team.
  4. Pilot the app among project beneficiary farmers in the project districts.
  5. Final verification with Heifer’s IT person, Program Team and app developer for finalization of the app.
  6. Revise and finalize the Decision Support Tool based on results of pilot.
  7. Develop manual and training materials to instruct enrolled households on the use of the mobile app.
  8. Provide technical backstopping as needed during the project period.
  9. Provide web-based system to Heifer.
  10. Hosting the app (web/android).

Duration:

The developer firm will complete the assignment within 2 months of agreement signing. The firm will provide technical consultancy and backstopping throughout the project period.

Deliverables:

  1. A report detailing activities carried out as shown above in “Duties and Responsibilities”.
  2. An initial version of the Decision Support Tool- mobile app for the first pilot.
  3. A brief report with presentation summarizing the results of the first pilot and a revised version of the app, if any changes are deemed necessary.
  4. The final version of the app, ready for handover to the dairy farmers.
  5. Source code of the developed Decision Support Tool – mobile/web app.
  6. An executed agreement to provide technical backstopping services for 1 year after the completion and approval of deliverables.

Eligibility:

The developer firm should meet the following eligibility criteria:

  1. Should be a registered firm/ company at least for 2 years.
  2. Should have experience in developing apps or other information technology for use in rural areas with limited internet connectivity.
  3. Experience developing apps for use by agricultural or livestock producers.
  4. Should be able to provide examples of apps developed in the past.
  5. Should have human resources with minimum qualification of Bachelor in Information Technology / Bachelor of Computer Science (CV should be submitted)

VAT registered vendors are encouraged to apply.

HPN reserves the right to accept or reject any proposal and to annul the selection process and reject all proposals at any time prior to contract award, without thereby incurring any liability to affected individuals.
