Job Description

Heifer Project Nepal (HPN) established in 1993, works across 43 districts to empower SHFs and close the living income gap. Through an inclusive market systems approach, it partners with local governments, NGOs, and private sector actors to strengthen agricultural value chains. HPN has positively impacted over 400,000 SHFs by improving agricultural productivity, market access, and household incomes. With a focus on meat goat, dairy, vegetables, local chicken and other high value agricultural products, HPN has facilitated the formation of 300 women-led cooperatives, transforming them into resilient business hubs driving local economic development in partnership with local implementing partners and governments. Moreover, HPN has established impactful partnerships with international donors, including IFAD, USAID, GIZ, AGCO, and KOICA to implement transformational projects.

HPN is planning to implement the anticipated project related to the Dairy for Development (D4D) in three districts of Gandaki Province: Nawalparasi East, Tanahu and Kaski. The objective of the project is to increase the income and resilience of smallholder dairy farmers in Nepal, through increasing productivity and developing an inclusive dairy market system.  Major focus areas of a three-year anticipated project are:

  • Increased Resilience – Project beneficiaries gain increased resilience to external economic and climate shocks.
  • Income Generation – Beneficiaries generate increased and more stable incomes, contributing (in the long term) to poverty reduction.
  • Sustainable Dairy System Development – Dairy systems are developed which are sustainable and inclusive, and which contribute to economic development and food security at a national level.

HPN invites EOI from qualified non-government organizations having extensive experience in improving smallholder farmers resiliency through sustainable dairy system development.

  • NGO registered in project area (district) with strong working experience on subject of interest.
  • Experienced of working in livestock and agriculture value chains in partnership with local governments, private sectors and cooperatives.
  • Demonstrable experience in dairy system development, livestock value chains, working with smallholder farmers of marginalized communities, capacity building of smallholder farmers groups, cooperatives, engagement of private sectors, partnership with LGs.
  • Proven track records of organization working in communities for implementation and strong linkages and coordination with all stakeholders.
  • Have in-house human resource capacity in the areas of local dairy ecosystem strengthening to mobilize immediately after start of project.
  • Professionally qualified with relevant work experiences and demonstrate ability to achieve higher impact from limited resources mobilization.
  • Proven track records of managing donor funded projects specially focusing on agriculture and livestock sectors.

Procedure for preparing and submission:

HPN invites EOI from qualified local organizations with experience in the areas of agriculture and livestock value chains. The eligible NGOs registered as per Nepal Government’s rules and regulations are requested to apply EOI by 30 January 2025, 5 : 00 PM. The EOI can be submitted at Procurement-NP@heifer.org.

HPN reserves all rights to make decision and/or cancel the assignment without any information. The proposal received after the deadline will not be considered. Submission of false information and statements will disqualify the EOI.

  1. Only short-listed NGOs will be notified for further detailed organizational assessment.
  2. HPN reserves the right to accept or reject any or all applications without giving any reason whatsoever.
  3. Attempt to influence by any means during the selection process will lead to disqualification
