1. Background:
Heifer Project Nepal (HPN) is a non-profit, humanitarian organization dedicated to ending hunger and poverty and caring for earth by providing livestock, education, and other resources to help poor families become self-reliant.
HPN is currently implementing Agriculture and Livestock Entrepreneurship Development Projects in partnership with various local governments. HPN needs to procure services for printing of Information, Communication and Education material related to this project.

2. Eligibility Criteria: Applicant must meet following eligibility criteria for selection
a. Valid Company/Firm Registration certificate
b. Registered in VAT
c. Tax clearance of FY 076/077
d. Minimum 2 years’ experience in designing and printing
e. Vendors having prior experience with I/NGO are encouraged to apply

3. Sealed Quotation Validity Period: 45 days

4. Sealed Quotation submission Deadline: 28th September 2021, 5:00 PM

5. Sealed Quotation Opening Date: 29th September 2021, 11:00 AM in the presence of vendor. Where vendor is not present, HPN shall proceed with quotation opening process. All applicants will be notified within 15 days of selection decision.

6. Application and Selection Process:
a. Sealed Quotation form should be properly signed and stamped on each page.
b. Evaluation Criteria
i. Price: 60 % weightage
ii. Quality: 20 % weightage (comply with Heifer’s required specifications, quality and reputation of the goods/services, past track record)
iii. Management: 20 % weightage (the capacity of vendor, the vendor experience in the I/NGO sectors, delivery terms)
c. The applicant should submit the following documents along with sealed quotation
i. Valid Company/Firm Registration certificate
ii. VAT registration certificate
iii. Tax clearance of FY 076/077
iv. Experience letter/profile

d. The applicant may contact HPN for clarification of any issues related to the RFQ, if required. All inquiries   need to be made in writing (procurement-np@heifer.org) within the notification period. Verbal or telephone inquiries will not be entertained.
e. Eligible vendors are requested to deliver hard copies of duly filled quotation form and required supporting documents in a sealed envelope at: Heifer Project Nepal, Hattiban-15, Lalitpur. Please clearly mark in envelope “Sealed Quotation for IEC material Designing and Printing”. Application received after the deadline will not be entertained.
f. HPN reserves all rights to cancel the RFQ process without giving any reasons whatsoever.
