Job Description

Background:

Heifer Project International Nepal (HPIN) in collaboration with Heifer Korea, Department of Livestock Services (DLS), National Dairy Development Board (NDDB) and Nepal Agricultural Research Council (NARC) is implementing a signature program “Milky Way-Transforming Dairy Sector of Nepal”. The overall goal of the Milky Way Signature Program is to support 500,000 dairy farmers’ families in their pathway to achieve living income. It has envisioned three interlinked pathways to achieve the goal. Pathway 1 being led by HPIN and supported by DLS is working to establish a Model Dairy Village as a “Center of Excellence and Learning” reinforcing the local dairy sector to make it more efficient, more profitable for smallholder dairy producers (particularly for women) and more respectful of the environment. It will also serve as resource center for high genetic worth HF dairy cattle and knowledge and technologies.

Pathway 2 led by DLS and supported by HPIN will scale up the model developed in Pathway 1 to impact the national dairy sector country-wide. This 2nd pathway seeks expanding improved technical assistance delivery models to dairy producers, service providers and public agency staff throughout Nepal.  It will have particular focus on the reinforcement of national and local capacities to guarantee availability of better genetic material for dairy purpose. This will include particularly improvement system for the national dairy herd, the strengthening of technical capacity for the National Livestock Breeding Offices (NLBOs) and the dissemination of improved genetic material.

Pathway 3 focuses on addressing the challenges of the national dairy ecosystem in order to build an enabling business and regulatory environment that would allow Pathway 1 and 2 to reach its impact in a sustainable way. NDDB will take the lead and HPIN will collaborate and support with technical assistance.

Competent professionals are requested to provide consultancy services for developing the appropriate strategies to materialize the pathway 2 and 3 as envisioned in the project document.

Scope of Work:

The consultant shall accomplish, but not limited to the following scope of work in order to develop a concrete strategic and implementable document. The consultant shall extensively consult with the lead of pathways; DLS/ NLBOs for Pathway 2 and NDDB/ PDDB for pathway 3 along with other dairy stakeholders.

  1. Approaches to be taken to scale up the technologies, more specifically from model dairy village (MDV) Sindhuli, for improving adoption of good husbandry practices, increasing production of dairy animals, and enhancing quality of produce throughout the dairy pocket areas in Nepal.
  2. Assess the need for capacity enhancement of NLBOs
  • Infrastructure (laboratories, equipment, semen transport vehicles)
  • Human resources capacity strengthening in; – Bull management (including nutrition) and semen processing, quality improvement, equipment handling etc.- AI service delivery, issues, and challenges, addressing reproductive disorders, -Embryo collection, storage and transfer and -PPRS with digital data recording, genomic selection and genetic data analysis etc.
  • 3.Recommend procedure for Accreditation of NLBO laboratories
  • 4.Develop sustainable quality bull availing plan to NLBOs
  • From nucleus herd of MDV Sindhuli
  • National Dairy Animal Genetic Improvement Program/ Synergy with DLS, ILRI and others for digital data recording / Progeny testing
  • Jersey Nucleus herd establishment approach (embryo and semen import or identifying some elite Jersey cows available and embryo harvest from those dams or live animal import as for HF)
  1. Potential for import of Sexing technologies/ Genomic lab establishment
  2. Develop Livestock Breeding Policy Implementation Guidelines
  3. Develop Multi-stakeholder platform operation mechanism
  4. Define NDDBs role delineating the duplications from different stakeholders
  5. Develop NDDB and PDDB linkage mechanism, explore need for PDDB level dairy policy and need for amendment in the national dairy development policy
  6. Develop PDDB dairy policy implementation guidelines at provincial and local level.
  7. Recommend approaches to create conducive dairy policy environment.
  8. Develop plan of action / calendar of operation for the next 3 years for implementation of Pathway 2 and 3 under Milky-Way Signature Program.

Timeline: The consultant shall accomplish the task within 2 months of signing the contract.

Requirements:

  • At least Master degree in Animal Science, Veterinary Science, Dairy Science or any other related field
  • At least 10 years of work experience in Dairy Sector of Nepal, experience of other countries will have added value
  • Thorough knowledge of livestock economics, market dynamics and international trade
