Job Description
Background:
Heifer International is a global development organization working to sustainably combat hunger and poverty in various countries across Africa, Asia, and the Americas. They empower smallholder farming households and communities to identify, manage, and invest in diverse agricultural opportunities while promoting eco-friendly and climate-resilient farming practices. Their locally led approach empowers communities to make development decisions and fosters partnerships with private sector partners. Heifer aims to catalyze rural development and build resilience by supporting women-led self-help groups and cooperatives. Through their Caring for the Earth (C4E) approach, they help farmers adapt to climate challenges while advancing towards Sustainable Living Income and promoting regenerative land management.
Objective:
The purpose of this assignment is multifaceted, aiming to articulate and guide the development of the program strategy plan for 2024-2030 and a corresponding partnership & business development strategy for HPIN. The assignment encompasses the following scope of work.
- Situation analysis and inclusivity: Conduct a desk study and review documents on cross-cutting areas of HPIN, the socio-economic context, donor priorities, long-term plans of the government of Nepal, and SDG targets and status that will inform the strategy development. The consultant should present the contextual analysis report and a tentative framework of the program and business development strategy before the workshop session.
- Development of strategy plan: Formulate a strategic plan that is fully guided by HPI’s vision, mission, core values, 2030 strategy framework, and theory of change, and align it with the government’s priority areas such as the ADS strategy, SDGs, the National Planning Commission’s sixteenth long-term plan’s concept paper, etc.
- Development of partnership and business development strategy: Develop a robust partnership and business development strategy in alignment with SP’s revenue needs. This includes diversifying resources.
Scope of Work:
Document Review: The consultant shall conduct a comprehensive review of the following documents and integrate their findings into the program strategy and business development strategy:
- Donor strategies, with a specific focus on USAID, FCDO, EU, etc.
- The National Planning Commission’s 16-year plan for Nepal.
- Nepal’s trajectory toward transitioning from a low development to a middle-income country by 2026.
- Heifer Nepal’s objective of reaching 2.8 million families with sustainable livelihoods.
- Alignment with Sustainable Development Goals (SDGs) relevant to Heifer Nepal’s mission.
- Review Heifer Nepal’s 2012-2023 Strategy and its current operational approach.
Workshop Preparation: The consultant will be responsible for creating a detailed agenda for a three-day workshop, including the following elements:
- Two days dedicated to Program Strategy Development.
- One day allocated for Partnership and Business Development Strategy.
Facilitation: The consultant will develop an agenda and facilitate the three-day workshop involving Heifer staff, ensuring active participation and fostering collaboration among participants.
Draft Strategy: Following the workshop outcomes and document reviews, the consultant shall draft both the program and business development strategies. These drafts should be prepared for sharing with HPIN.
Timeline:
The consultancy is expected to be completed within a timeframe of 15 working days between 27th November 2023 and 31st December 2023.
Reporting: The consultant will report to the Director of Program Operations of HPIN and maintain regular communication to update on the progress of the consultancy.
Deliverables:
The consultant is expected to deliver the following outputs:
- Draft program strategy and partnership & development strategy in consultation with Senior Management Team, Field Team and Stakeholders.
- Workshop agenda and related materials utilized during the workshop, and facilitate the workshop.
- A comprehensive second draft sustainable program strategy and partnership & business development strategy for HPIN for the period 2024-2030 (in Nepali and English).
- A draft business development plan that aligns with the program strategy.
Qualifications:
The selected consultant should possess the following qualifications:
- Extensive experience in program strategy, partnership & business development strategic planning, particularly within the context of international development organizations.
- In-depth familiarity with the donor landscape, with specific knowledge of USAID, FCDO, EU, etc., as well as impact investments.
- A strong understanding of Nepal’s development context and relevant planning frameworks.
- Exceptional facilitation skills.
- Demonstrated ability to collaborate effectively with diverse stakeholders.
