Job Description

Heifer Project Nepal (HPN) is a non-profit, humanitarian organization dedicated to ending hunger and poverty and caring for earth by providing livestock, education, and other resources to help poor families become self-reliant. HPN invites applications (Internal) from eligible Nepali citizens for the following position:

Heifer Project Nepal is currently seeking the below-listed positions for Value Chain for Inclusive Transformation of Agriculture Program (VITA) Project.

 

Senior Program Officer Nos. -1

Major Roles and Responsibility:

The Senior Program Officer will serve in accordance with HPN vision, mission, goal, objectives, policies, and procedures. S/he will coordinate with thematic lead to provide oversight in social capital, supply chain, market system development, business development and access to finance, animal health, and cooperative n development aspects of the project and provide strategic guidance and support to Project Partners (PPs), SHGs, Cooperatives, and Local Governments for effective implementation of the Project. S/he will be responsible for the effective implementation of project and meat goat abattoir. The main function of Senior Program Officer will also provide support to PPs, local/province governments, abattoir, private and public companies, VC actors, cooperatives, and youth entrepreneurs in the project. S/he will also be responsible for establishing social capital development, business development services and links with appropriate market and buyer, public and private business development service providers. S/he will also accelerate the process of unifying the Smallholder Farmer Organizations (SFOs) into local/province level associations/federations in coordination with Program Manager and contribute to creating an enabling environment for the growth of the SFOs and their units.  S/he will build the capacity of local PPs and provide continuous backstopping for optimum project result.

Program Officer Nos. -6

Major Roles and Responsibility:

The Project Officer will serve in accordance with HPN vision, mission, goal, objectives, policies, and procedures. S/he will Coordinate with the thematic lead to provide oversight in social capital, supply chain, market system development, and cooperative development aspects of the project and provide strategic guidance and support to Project Partners, SHGs, Cooperatives, and Local Governments for effective implementation of the Project. The Project Officer will collaborate with the local government in project design, implementation, and monitoring and provide support for effective implementation. S/he will build the capacity of local partners and provide continuous backstopping for optimum project results.

Major Roles and Responsibility:

The Sr. Program Officer – Livestock Technology and One Health will assist in the development and adoption of innovative technologies along the livestock value chain (animal nutrition, animal breeding and genetics, animal health and production management, processing, packaging, and cold chain maintenance). S/he will work with the Resource Mobilization and Program teams to leverage resources to support programmatic activities. S/he will also be responsible to collaborate with the government, related private sector and other development projects to provide further support to livestock enterprises, bring efficiency in the value chain and increase profitability. S/he will work closely with academic and research institutions in research and development and generate new knowledge in all domains of livestock development.

Senior Program Officer – PME Nos. – 1

Major Roles and Responsibility:

Senior Program Officer-PME is responsible for sub-award management, output reports, capacity building of field and Project Holders staff for operationalization of MELS reporting system, periodic data quality assessment. This position requires more than 50% field works for ensuring quality of reported data/figures and process monitoring.

Finance Specialist Nos. -1

Major Roles and Responsibility:

The Finance Specialist will assist with financial and accounting aspects of the country program office and maintain the accountability of Heifer Nepal’s project partners in accordance with HPN objectives, policies and procedures. This position requires extensive travel and will be based in the field office.
